NCC Pushes Forward Cybersecurity Framework to Safeguard Nigeria’s Telecoms Infrastructure

ABUJA, NIGERIA August, 2025 –
The Nigerian Communications Commission (NCC) is advancing the development of a comprehensive cybersecurity framework aimed at securing Nigeria’s digital infrastructure and ensuring safer online services for consumers in the telecommunications sector. The initiative, expected to be implemented by telecom licensees from 2026, is designed to address the complex security challenges posed by emerging technologies in the country’s fast-growing digital economy.
Speaking during the second stakeholders’ engagement on the framework in Abuja on Wednesday, NCC’s Executive Commissioner, Technical Services, Abraham Oshadami, underscored the urgent need for a robust and adaptive system to confront the rising sophistication of cyber threats. He warned that cyberattacks now extend beyond data breaches to risks that could affect operational technology and human safety.
Oshadami stressed that as Nigeria’s telecoms sector serves as the backbone of the digital economy, its strategic importance also makes it a prime target for both state and non-state actors. “Cybersecurity now encompasses human safety and must address the real risk to people’s lives when a system is attacked or compromised,” he said, noting that coordinated attacks on control systems and data integrity pose critical risks to national infrastructure.
The Abuja meeting, which followed an initial engagement earlier this year, allowed stakeholders to review progress on the draft framework, validate its key components, and refine implementation strategies. The Commission reaffirmed its commitment to inclusivity, stressing that lasting cybersecurity solutions require shared responsibility and strong collaboration between the public and private sectors.
The framework presentation by Dr. Kazeem Durodoye, Chief Executive Officer of CyberNover—the consultants to the project—provided further details to industry players and government representatives. NCC’s Head of Cybersecurity and Internet Governance, Babagana Digima, added that the initiative, supported by the World Bank, will not only strengthen Nigeria’s defense against evolving cyber threats but also enhance innovation, competitiveness, and sustainable growth in the telecoms industry.
