CISLAC Advocates for Increased Budget Allocation for Persons with Disabilities

ABUJA, NIGERIA, July 12, 2024-

The Civil Society Legislative Advocacy Centre (CISLAC) has urged the Federal Government to increase budgetary allocation for Persons with Disabilities (PWDs) to promote inclusive governance in Nigeria.


Auwal Musa (Rafsanjani), Executive Director of CISLAC, made the call in a statement on Friday in Abuja. He emphasized that this increase is necessary to address the socio-economic challenges faced by PWDs and ensure their full participation in Nigeria's development.


Democracy, Musa argued, requires equal treatment and priority for all members of society to thrive. He stressed that the inclusion of PWDs in governance is essential for good governance and development.


While commending the government's efforts to address PWDs' challenges, CISLAC believes more needs to be done, particularly in increasing budgetary allocation. Despite the passage of the 2024 appropriation bill, the organization urges the government to draw from contingency funds to boost PWDs' budget.


The Discrimination Against Persons with Disabilities (Prohibition) Act, enacted in 2018, aims to protect PWDs' rights and promote integration. However, implementation has been hindered by inadequate funding. Current budget allocations are insufficient to meet the needs of over 30 million Nigerians living with disabilities, denying them access to essential services like education, healthcare, and employment opportunities.


Musa called on the government to demonstrate its commitment to PWDs' rights and well-being by increasing budget allocation for disability-inclusive programs. He also urged the government to ensure accessible infrastructure, enforce existing laws, and sanction violators.


"Development of public infrastructure accessible to all, regardless of abilities, is crucial," the statement read. "This includes government buildings, private buildings, bus stops, banks, car parks, parks, hotels, hospitals, public buildings, transportation, and information and communication technologies."
